Responsibility

Whilst reading David Mitchell’s column from yesterday’s Observer, I noticed that he was bringing up the same issue that Phillip Pullman raised in his January speech about the libraries.  This is the issue of the government using bidding processes, privatisation and the ‘involvement of communities’ to divest themselves from the responsibility of making decisions, and thus (they hope) the blame should it all go tits up.
